What are the EEA Regs
The Conduct of Employment Agencies and Employment Businesses Regulations 2003, sometimes referred to as the “EEA Regs”, govern the conduct of the private recruitment industry and establish minimum standards that both job-seekers and hirers are entitled to expect.
However, freelancers are offered the option to ‘opt out’ of these regulations ,which in our experience most do, as those that ‘opt in’ are often disadvantaged as agencies will usually opt to work with freelancers that have opted out due to the reduced work load they will face.
The only exception to the ability to opt out applies to those working with vulnerable people. The Regulations define a vulnerable person as any person who by reason of age, infirmity, illness, disability or any other circumstances is in need of care or attention, and includes any person under the age of eighteen.
