JSA’s Head of Accounting Operations Chris James wrote JSA’s response to the ‘Off-payroll working in the private sector’ consultation, which was submitted last week. The consultation is now closed, and we expect it to ‘report’ in September or October 2018. The consultation asks if the changes made in the public sector in April 2017 should be extended to the private sector.
In common with many other people and businesses in the freelancing and contracting sector, our response is critical of the impact and timetable of the changes in the public sector, which we feel in some cases actually increased non-compliance with tax rules. We feel that if these rules are to be extended into the private sector, they need fixing first. The earliest possible roll-out date is April 2019 – we think that’s too soon, and there are a range of reasons for a delay.
